London · St. Thomas · Woodstock · Stratford · Middlesex · Elgin · Oxford · Perth

London has the institutions. What it lacks is somebody who will write a cheque and then show up.

This is the region where BDC's Growth & Transition Capital team for Southwestern Ontario actually sits, where the manufacturing council meets, and where a PowerCo-driven supply chain is forming around St. Thomas. Blue Ring Venture Capital members invest $50K–$5M per company in established companies here, minority or majority.
  • Core region
  • $1M–$25M revenue
  • Minority or majority
  • 4–12-week process

Established companies in London, St. Thomas, Woodstock and Stratford can raise $50K–$5M per company of growth, succession or turnaround capital from Blue Ring Venture Capital members. Members invest their own money, minority or majority, in $1M–$25M-revenue businesses, prefer structures that pay from cash flow, and take a board or advisory seat. The group is not a lender and does not give grants.

Who already knows your company in Southwestern Ontario

London is unusual in Southwestern Ontario: it has more institutional capital machinery than Windsor and more industrial base than Kitchener-Waterloo, yet Main-Street owners still bounce between a bank and a grant portal.

BDC's Growth & Transition Capital team for Southwestern Ontario is in the London office on Fullarton Street. They write $250K to $35M of cash-flow and quasi-equity financing for growth, acquisitions and ownership transitions, on two- to eight-year terms. If your need is $1.5M and your EBITDA supports it, talk to them before you talk to us. If your need is $300K, or if they want an equity sponsor in the structure first, that is our band.

The London Economic Development Corporation runs business retention and expansion and the London Region Manufacturing Council, and puts on Manufacturing Matters each autumn at RBC Place — free for manufacturers, and the best single room of owner-operators in the region. TechAlliance of Southwestern Ontario is the regional innovation centre: free coaching, an investor network and a service-provider network you can apply to, the Polaris pitch competition, and regional tech meetups in St. Thomas and Woodstock. TechAlliance also co-hosts non-dilutive funding sessions with BDO's grants and incentives team, which is the fastest way to find out whether a grant is realistic for you.

Outside the city, the lending is local. CFDC of Middlesex County covers rural Middlesex — Strathroy, Lucan, Dorchester — from Poplar Hill. The Elgin Business Resource Centre covers Elgin County and St. Thomas, where the PowerCo battery plant is pulling a supplier ecosystem into existence. Community Futures Oxford (Ingersoll) and Perth CFDC (Stratford) round out the territory. All of them lend to roughly $150K, $300K by exception, with free counselling attached; all of them sit on a loan committee with local bankers and accountants who see every file a bank declines.

On the equity side, Southwestern Ontario Angel Group and the Western Angels' Demo Day at Morrissette Entrepreneurship exist for venture-stage companies, and Keiretsu Forum runs a London chapter that will at least look at non-technology deals. None of them is built for a profitable $4M-revenue contractor who wants $400K and a partner who has run crews.

Provincially, the Southwestern Ontario Development Fund is the main lever: three-plus years operating, ten or more full-time employees (five in rural areas), projects of $500K or more ($200K small or rural), performance-based loans up to 15% of costs with a forgivable portion, or grants for small and rural applicants. The next window runs November 3, 2026, to January 21, 2027. AMIC covers advanced manufacturers with a November 5, 2026 deadline. Succession Ontario, launched February 2026 and delivered through Kingston EDC, has trained Small Business Enterprise Centre advisors across the province — including London's — on transition planning.

Sector mix

What the money is usually for here

London-Middlesex is food processing, advanced manufacturing, health sciences, insurance and back-office services, plus a large construction and trades base serving a growing city. St. Thomas and Elgin are being reshaped by battery-plant supply. Woodstock and Oxford are automotive and agri-food. Stratford is hospitality, tourism and precision manufacturing with a seasonal revenue curve that banks dislike.

The capital needs that follow are predictable: a food processor that needs a second line and a sanitation upgrade before a national listing; a contractor whose bonding capacity is capped by equity, not by skill; an industrial-services firm adding a third branch; a supplier quoting battery-adjacent work that needs equipment before the purchase order exists.

  • Food and beverage processors scaling into national or US listings
  • Automotive and battery-adjacent suppliers in St. Thomas, Woodstock and Ingersoll
  • Mechanical, electrical and civil contractors constrained by bonding capacity
  • Pharmaceutical, medical-device and other regulated manufacturers scaling production
  • Owners aged 58–68 with a management team and no financing for a buyout

Southwestern Ontario questions

Is London a core region or a secondary one?

Core. Members will travel within about two hours of Windsor or London for a company they intend to be involved with, and several members operate in this region already.

We are in Stratford / Woodstock / St. Thomas. Does that count?

Yes. The region page is named for London because that is what people search, but Middlesex, Elgin, Oxford and Perth are all inside the same territory and the same process.

Our revenue is seasonal. Does that disqualify us?

No — several members have run seasonal businesses and know that a bank's twelve-month covenant test is a blunt instrument. Seasonality changes the structure more than the decision: a revenue-based note sized to your trough, or preferred shares with a dividend that starts after the ramp, rather than a fixed monthly obligation.

Can you help us apply for SWODF or AMIC?

We do not write grant applications and we are not a grant consultant. What members can do is be the private capital that makes the application credible, and tell you honestly whether your project clears the thresholds before you spend money on a consultant.
