Kingston runs on regulated manufacturing and the institutions around it; Ottawa's story is told as technology, but its construction, trades, food and industrial base is larger than its start-ups. Owners of $1M–$25M-revenue companies in Kingston, Ottawa and the rest of Eastern Ontario can bring Blue Ring Venture Capital members in for $50K–$5M per company — equity or equity-like capital for expansion, ownership transition or a turnaround, minority or majority. Members put in their own money, expect the business to pay them from its cash flow, and sit on the board or an advisory group. Nobody here lends, and nobody gives grants.

Who already knows your company in Eastern Ontario

Eastern Ontario has two economic-development engines and a lot of countryside between them.

Kingston Economic Development runs business retention and expansion for the city and anchors a regulated-manufacturing cluster — pharmaceutical, biotech, chemistry and materials — that most of Canada does not know is there. It also delivers Succession Ontario, the province-wide transition-planning program, so its advisors have seen more owner-exits than almost anyone in the province. Invest Ottawa is the capital's economic-development agency; its programs skew to technology, but its business-advisory team sees the manufacturers, contractors and food processors too. Launch Lab is the regional innovation centre for Kingston and southeastern Ontario — free advisory by experienced owners.

Outside the two cities, the lending is local and the offices are close to the owners. Frontenac Business Services, the Prince Edward/Lennox & Addington CFDC, Trenval in Belleville, 1000 Islands Community Development Corporation in Brockville, Grenville CFDC in Prescott, Valley Heartland in Smiths Falls and Renfrew County CFDC all lend to roughly $150K with counselling attached, and their loan committees are the local bankers and accountants who see every file a bank declines. If your first stop is one of them, we are happy to be your second.

BDC has business centres in Kingston and Ottawa; above $250K of cash-flow or quasi-equity financing for growth and ownership transitions, talk to them first. If your need is $300K, or BDC wants an equity sponsor in the structure before it moves, that is our band.

Provincially, the Eastern Ontario Development Fund mirrors its southwestern twin: three-plus years operating, ten or more full-time employees (five in rural areas), projects of $500K or more ($200K rural), interest-free loans of about 15% of eligible costs with a forgivable portion tied to jobs and investment, and grants for small and rural applicants. It runs in intake windows — two in 2026 so far — so the timing question is worth asking early. Federally, FedDev Ontario funds the region through the CFDCs and directly for larger projects.

What is missing is the same thing that is missing everywhere in Ontario outside Toronto: a patient investor who will put equity into a profitable $4M-revenue company, take a minority or a majority as the situation needs, and show up to the plant.

What the money is usually for here

Kingston and the Quinte region are pharmaceutical and regulated manufacturing, chemicals and materials, food and beverage processing, defence-adjacent fabrication, and the trades that build for a growing university-and-hospital city. Ottawa is the largest construction and trades market in Eastern Ontario, a serious food-processing and distribution base, industrial services for the federal estate, and advanced manufacturing in the west end that grew up around the technology sector and outlived several cycles of it. Brockville, Cornwall and the towns along the St. Lawrence are logistics, plastics, chemicals and manufacturing with a US border a bridge away.

The capital needs that follow: a contract manufacturer moving into regulated work that needs a clean room and a quality system before the first purchase order; a contractor whose bonding capacity, not its skill, caps the bids it can make; a food processor adding a line for a national listing; a second-generation owner who wants to buy out a retiring partner and cannot fund it alone.

Is Eastern Ontario a core region for the group?

Yes. A member with two decades of regulated-manufacturing operations is based in the Ottawa area, and the group has operator relationships in Kingston. Members travel for a company they intend to be involved with; a plant visit is part of every serious conversation.

We make a regulated product — medical device, pharmaceutical, food under CFIA. Does that help or hurt?

It helps, provided the quality system is real. Regulated manufacturing is the sector where the group's Eastern Ontario experience is deepest: GMP and ISO 13485 operations, validation, audits, scale-up and technology transfer. Expect the questions to be specific.

We are in Belleville / Brockville / Cornwall, not Kingston or Ottawa. Does that count?

Yes. The page is named for the two cities people search, but the Quinte region, Leeds and Grenville, Lanark, Renfrew and the St. Lawrence towns are inside the same territory and the same process.
